Job Description:

Western Illinois University seeks a collaborative, innovative, and compliance-minded leader to serve as the Director of Equal Opportunity and Access. The position, which reports to the Vice President for Finance and Administration, oversees WIU's compliance with Affirmative Action/Equal Opportunity and Access policies and programs and Title IX. The Director collaborates with University faculty, staff, administrators, and students to uphold and enhance Western Illinois University's affirmative action and equal opportunity programs and values.

The Equal Opportunity and Access office ensures that University policies and programs are in compliance with federal and state regulatory agencies, including Illinois Department of Human Rights (IDHR), Equal Employment Opportunity Commission (EEOC), and the Office of Civil Rights (OCR). The University's Anti-Harassment Policy is administered by the Office. The Director is also the Campus Compliance Coordinator for the Americans with Disabilities Act and the Title IX Coordinator for the university.

The Director of Equal Opportunity and Access will acquire a comprehensive understanding of the key issues affecting affirmative action and equal opportunity; shape and implement appropriate strategies, structures, and staffing for the Office; and lead and oversee the University's Title IX compliance. In addition, the Director will manage and ensure fair and respectful treatment of the University's students and employees consistent with WIU's mission, values and non-discrimination policies, and in accordance with federal, state and local employment laws and regulations. This position will investigate and resolve complaints of bias, discrimination and sexual misconduct. The selected candidate will be an effective communicator, and will provide information, direction, and support for new compliance initiatives, as well as continue educating the campus community about the importance of institutional compliance and the role of Title IX and equal opportunity programs.

APPOINTMENT: September 1, 2023, or negotiated start date.

COMPENSATION: A competitive salary commensurate with qualifications and experience will be provided to the successful candidate.

Requirements:

Required Qualifications:

• Bachelor's degree in Higher Education, criminal justice, human resources, psychology, sociology or a field closely related to the position.
• Three (3) years of demonstrated progressive experience in equal opportunity, affirmative action, civil rights compliance, Title IX compliance administration, or similar professional experience.
• A current and thorough understanding of best practices and trends related to the issues surrounding Title IX.
• Demonstrated experience conducting complaint and Title IX investigations and performing data analysis.
• Excellent verbal, written, and presentational communication skills with the ability to convey complex yet highly sensitive and emotional issues appropriately and with empathy.
• Demonstrated knowledge of and ability to interpret federal (Title IX, Title VI, Title VII, VAWA, Clery, ADA/504, ADEA, etc.) and state laws, practices, rules, and regulations related to sex and gender discrimination and civil rights discrimination.
• Successful record of and commitment to promoting justice, inclusion, diversity, and equity.

Preferred Qualifications:

• Master's degree.
• Two (2) years of professional work experience in higher education.

For a degree to be considered, it must be conferred from a regionally accredited degree-granting institution of higher education (or equivalent from an international accrediting body). Unless otherwise stated, the degree must be conferred at the time of appointment.
