Job Description
This full-time position is responsible for delivering MSHA Part 46 and Part 48 training, developing new safety programming, and supporting statewide mine operators through education, compliance guidance, and project management. The MSHA Trainer/Project Manager will expand EICC's MSHA training capacity by providing instruction, technical assistance, and specialized safety solutions aligned with the goals of the MSHA State Grant Program.
This position offers a strong work-life balance with statewide travel as needed to support mine sites, community colleges, and partner organizations. Training may be delivered in-person, virtually, or onsite at mining facilities.

This position will be primarily remote with frequent travel required.

Required Qualifications


- Bachelor's degree or equivalent combination of education and industry experience
- Be current on the applicable New Miner and Annual Refresher training
- Minimum 3 years verifiable mining experience within the last 5 years
- Strong computer skills
- Successful completion of an MSHA-accepted instructor training course, or ability to complete the course within six months of employment.
- Knowledge of MSHA regulations, standards, and training requirements
- Valid driver's license and current auto insurance
- Ability to travel statewide as needed for training delivery and mine site support



Preferred Qualifications


- Current MSHA Approved Part 48 Instructor ("Blue Card") for both:

- Surface mining (Subpart B)
- Underground mining (Subpart A)



- Mine safety training experience (surface, underground, quarry, sand & gravel, dredging, or contractor safety)
- Experience developing or delivering MSHA Part 46 or Part 48 training
- Experience with site-specific or task training curriculum development
- Experience with OSHA, industrial safety, or contractor orientation programs
- Experience with drone safety applications, simulation-based training, or emergency response instruction



Physical Demands


- Ability to use a variety of hand tools and job-specific tools
- Lifting up to 50 pounds to a height of three feet
- Ability to perform duties related to mine site environments including lifting, kneeling, squatting, climbing, crawling, stooping, turning/twisting, balancing, reaching, and handling with varying frequencies
- Frequent lifting, carrying, pushing, or pulling objects
- Physical requirements may include, but are not limited to having the ability to lift audio-visual equipment out of a vehicle for on-site training (weight amount will vary depending on training), stand, bend, stoop, reach, climb, push, pull, carry, demonstrate safety procedures



Typical Duties and Responsibilities
Training & Instruction

- Instruct MSHA Part 46, Part 48A, and Part 48B courses in accordance with MSHA-approved training plans.
- Deliver New Miner, Annual Refresher, site-specific, and task training.
- Provide short-topic safety refreshers and specialized courses (e.g., electrical safety, haulage equipment, dredging operations, PPE, silica dust hazards).
- Use interactive instructional methods including videos, role play, case studies, and hands-on demonstrations including virtual reality simulations.
- Ensure student learning outcomes are achieved and documented.
- Evaluate and record student performance; provide regular feedback.
- Maintain a safe instructional environment for students and staff.


Program Development & Expansion

- Develop engaging classroom, virtual, and hands-on training materials, including lesson plans, activities, and assessments.
- Evaluate and regularly update training to reflect MSHA requirements, industry needs, and emerging safety priorities.
- Research and implement statewide initiatives, such as a Surface Mine Safety Academy, mobile training unit, and small-mine support programs.
- Develop and deliver new training initiatives including:

- Inspection readiness
- Contractor safety and site-specific hazard orientation
- Workplace examination and hazard-recognition training
- Drone applications for mine safety, inspection, and mapping
- Remote mine-site first aid and emergency response
- Reclamation-related safety education
- Simulation-based mobile equipment and powered haulage training
- Conveyor, crusher, plant, and maintenance safety programs


Compliance & Documentation

- Maintain current MSHA instructor certification and regulatory knowledge.
- Properly complete MSHA Form 5000-23 and all required EICC documentation.
- Ensure compliance with MSHA State Grant Program SOPs, including:

- Training/Funding Request Forms (Part 1 & Part 2)
- Student Registration Forms
- Student Course Evaluations
- Summary of Student/Instructor Evaluations
- Maintain accurate training records and distribute required forms to partner colleges.


Statewide Support & Industry Engagement

- Provide consistent statewide support to Iowa mines, especially small operators and new sites.
- Assist mine operators with compliance questions, training plan reviews, and documentation organization.
- Partner with industry partners to ensure adequate training capacity.
- Coordinate with EICC EMS faculty on emergency response training development.
- Assist with recruitment and retention of students and industry partners.
- Engage Iowa community colleges in MSHA grant outreach, collaboration, and training delivery.


Professionalism & Communication

- Maintain professionalism in all instructional and industry environments.
- Communicate effectively with students, mine operators, contractors, and community college partners.
- Use email and computer technology to manage training schedules, documentation, and communication.
- Refer students to Academic Support and Student Services as needed.
- Other duties as assigned.
