RESPONSIBILITIES: The Early Childhood Learning Center Assistant Director will support the Director in overseeing personnel hired to meet IDHS and Gateways requirements for providing care to infants, toddlers, preschoolers, and school-age children and their families. This role involves scheduling professional development opportunities for families and professionals in the Quad City area, with a focus on enhancing educational resources for children from birth to eight, particularly those with special needs and identified as multilingual learners. The Assistant Director will assist in managing the daily operations of the WIU Quad Cities Early Childhood Learning Center, including grant management, reporting, and all necessary licensure procedures. Additionally, this position encompasses community outreach, fundraising efforts, and the management of the PLA assessment system for the early childhood workforce. The Assistant Director will also serve as a leader in the absence of the Director. Job duties include:
• Assist in the supervision, observation, and evaluation of activities and performance of WIU Early Childhood Learning Center personnel including eight Professionals and two Support Staff;
• Ensures that all compliance and instructional tasks are completed to maintain a high-quality early care and education program with State and Local guidelines;
• Assist in the management of daily operations for the Early Childhood Learning Center including staff, instructional coaching for lab site teachers, paraeducators, while planning and implementing effective educational strategies;
• Support the director in the hiring, training, and mentoring of teaching staff;
• Collaborate with the Director and Bilingual Coach to implement and model developmentally and culturally appropriate, play-based curriculum and assessments that support children's physical, cognitive, and social-emotional growth and development;
• Assist director in collecting and analyzing data to document and create academic and financial reports to submit to statewide evaluators each year;
• Assist with budget grant management of partnership grants and the submission of the regional grant application each year;
• Ensure the well-being of children by enforcing safety procedures and health regulations, as well as supervising and maintaining cleanliness, health, and safety standards throughout the Early Learning Lab facility and grounds and supervision of nursing, kitchen, and custodial staff;
• Serve as a liaison between the WIU Early Learning Lab and families to ensure open communication, address parent concerns, and organize and schedule parent/teacher conferences and family events, in a manner that is culturally and linguistically responsive;
• Supports the director with community outreach, fundraising efforts, and the management of the PLA assessment system for the early childhood workforce, including facilitating necessary observational and field hours;
• Submit documentation for renewal CEs and ISBE Educator License Renewal, as required;
• Submit Professional Development Forms to ISBE for each new workshop/webinar annually;
• Ensure training information, training evaluations, and registrations are sent to Gateways and ISBE;
• Assist with workshop and webinar development and presentation as needed;
• Partners with the Bilingual Family Liaison and lab site staff to manage and keep the lab site web page updated;
• Collaborates with the Center for Best Practices in Early Childhood Education as a partner;
• Participate in ongoing professional development opportunities.
SALARY: $48,000 to $51,600 annually; commensurate with experience.

Job Requirements:
REQUIRED QUALIFICATIONS:
• Bachelors in Early Childhood or Early Childhood Special Education, or a related field, including 21 semester hours of college credit in child development, early childhood education, or early childhood special education (Masters Degree preferred);
• Possession of credentials required by Illinois Department of Children and Family Services for employment as a Child Care Worker in a licensed child care facility;
• A total of 24 months working in parent engagement and/or with young children (Birth to Age 8) in a learning or social services/community engagement setting;
• Familiarity with Illinois special education rules and regulations;
• Understanding of early childhood best practices as recommended by NAEYC and DEC;
• Spanish Bilingual Fluent (Reading, Writing, Speaking,Listening);
• Leadership skills in supervising and guiding staff members;
• Multicultural competencies and knowledge of best practices in bilingual education;
• Extensive knowledge of state and local safety regulations and facility management;
• Written skills to document project activities, write reports, and develop project materials;
• CPR and first aid certified (or willing to obtain);
• Skills to develop training content in both online and face-to-face formats;
• Technology skills, including proficiency with Microsoft Word, PowerPoint, and webinar application software;
• Understanding of adult learning theory;
• Experience collecting, interpreting, and reporting data.
For a degree to be considered, it must be conferred from a regionally accredited degree-granting institution of higher education (or equivalent from an international accrediting body). Unless otherwise stated, the degree must be conferred at the time of appointment.
