Registered Apprenticeship Intermediary

General Information & Responsibilities

The Registered Apprenticeship Intermediary is a full-time position grant funded through the Workforce Equity Initiative (WEI) grant from July 2024 through August 2025. It will play a pivotal role in bridging the gap between individuals seeking vocational training and apprenticeship opportunities. This position involves identifying, recruiting, and preparing potential apprentices for apprenticeship programs, ensuring they possess the necessary skills and qualifications to succeed.

Description of Duties

DESCRIPTION OF ESSENTIAL DUTIES:  

Recruitment and Outreach:
 

a. Identify and recruit potential apprentices from diverse backgrounds, including, but not limited to, high schools, community colleges, and other relevant institutions.
b. Develop and implement effective outreach and marketing strategies to attract qualified candidates.
c. Build relationships with community organizations, employers, and educational institutions to promote apprenticeship opportunities.
d. Coordinate with local workforce development agency
e. Leverages Workforce Innovation and Opportunity Act services designed to help job seekers access employment, education, training, and support services to succeed in the labor market 
f. Matches employers with skilled workers needed to grow the economy. 
g. Cultivates a well-prepared, diverse talent pool with an emphasis on recruiting and preparing under-represented populations, to align with the local population and targets.


Assessment and Screening:
 
a. Conduct thorough assessments to evaluate candidates' aptitude, skills, and interests.
b. Review application materials, conduct interviews, and administer relevant tests to determine suitability for apprenticeship programs.

Design Registered Apprenticeship Programs:
 
a. Coordinate with a regional specialist to facilitate the registration of new programs with the USDOL Office of Apprenticeship or expansion of existing programs
b. Create registered apprenticeship program standards.
c. Develop the program design and coordinate the program activities including recruitment, assessment, case management, related technical training, work-based training, supportive service, and placement of participants.
d. Support pre-apprenticeship activities 
e. Utilize U.S. Department of Labor’s Office of Apprenticeship marketing and outreach materials to expand the understanding of apprenticeship and promote apprenticeship to businesses and workers. 
f. Develop and deliver pre-apprenticeship training programs to equip candidates with essential skills, including workplace safety, basic math, and technical knowledge, that will ease their transition into an apprenticeship program.

Mentoring and Support:
 
a. Provide ongoing mentoring and support to apprentices, addressing their concerns and challenges.
b. Facilitate connections between apprentices and industry mentors.
c. Assist candidates in developing strong work ethic, problem-solving skills, and professional demeanor.

Program Coordination:
 
a. Collaborate with apprenticeship sponsors and training providers to ensure related training instruction and on-the-job training results in a smooth transition for apprenticeships and businesses.
b. Manage or coordinate the placement and training of registered apprentices.
c. Intermediary organizations function as apprenticeship program sponsors to manage administrative responsibilities such as registering businesses and apprentices, tracking activities, and reporting results. 
d. Coordinate with regional specialists to aggregate the needs of small employers within an industry.
e. Manage apprenticeship experience for employers, including matchmaking process, mentoring, coaching, employer tax credits, and other needs to facilitate employer participation.
f. Coordinate education and learning, necessary support, and retention services coaching from other partner institutions.
g. Identify funding and resources to support demonstration projects. Provide Participant Supports and Coordinate Training
h. Coordinate all organizations that support the training and retention of apprentices.

DESCRIPTION OF OTHER JOB DUTIES: 
 
a. Collaborate with American Job Center and Black Hawk College to ensure seamless processes for the student.
b. Work closely with the Business Training Center to assist with student questions and training opportunities.
c. Collaborate with Career Services to provide students with job opportunities.
d. Performs other job-related duties as assigned.

PRINCIPAL WORKING RELATIONSHIPS:
  
a. Reports directly to the Dean of Economic and Workforce Development
b. Works directly with students and stakeholders.
c. Works directly with agency and school district personnel.

 

Education & Experience

  (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.)
 

a. Bachelor's degree in education, human resources, or a related field preferred. Associate’s required.
b. Experience in vocational training or apprenticeship programs.
c. Strong understanding of apprenticeship standards and industry requirements.
d. Excellent communication and interpersonal skills.
e. Ability to work independently and as part of a team.
f. Strong organizational and time management skills.
g. Passion for helping individuals develop their career paths)
h. Knowledge of industry-specific skills and certifications.
i. Experience in career counseling or guidance
j. Proficiency in relevant software applications (e.g., applicant tracking systems, learning management systems).
